can't turn "Fullscreen API" off anymore?

Is there a way to get the old safari video player UI back? After updating to iOS 12.2 I am not able to find the option to turn "fullscreen API" off. I miss the 15 second back and forth button etc.

Apple had previously turned this feature on but it could be turned off via Setting —> Safari —> Advanced —> Experimental Features —> turn off “Fullscreen API”

However, I do not see this option. Anyone know if its possible to turn this off or work around?

Work around for now. Download another browser e.g. DuckDuckGo, Firefox etc. The old player still works on these.
