When I switched to iOS 7 I could not longer use my favorite pictures as my wallpaper. I was very disapointed about that and decided to create a little app to fix my problem. I saw that this is a problem many users are running into, so I chose to make my little helper called Wallpaper Fix *public.
Wallpaper Fix lets you freely resize, rotate and position your picture in order to use it as your custom iOS 7 wallpaper..
iOS 7 needs wallpapers to be of specific dimensions in order to work properly with the parallax effect, just position your picture the way you want it and Wallpaper fix does the rest automatically for you.

I agree that this problem is so frustrating! I really want to have my entire image aas the wallpaper, but in iOS 7 you can't do that unless you reduce motion.

I wouldn't have a problem with disabling motion if it was just parallax, as that needs to shrink the image in order to have some space to pan when moving the phone. However, that also disables all the animations! So stupid!

There is no way to get your whole image as the background, without disabling the animations too. They really need to separate the parallax from the animations like they did before, combining them is very stupid.
 
How to set wallpapers in iOS7

This is a little laborious for some; for others it will be a piece o' cake.

The zoom is necessary for the Parallax effect and even turning it off doesn't help in some cases.The problem is Parallax needs larger "borders" around a pic for it to display properly because of the zooming affect.

What worked for me was to add 200pixels to every side of the images I wanted to display. So a 5/5s image at 640x1136 becomes 1040x1536. (Add 400 to your device's native resolution.)

Photo-editing gurus may know an easier way, but I did this:

Create a 1040x1536 background layer in your favorite photo-editing app. (I chose black using Pixelmator. Photoshop or Photoshop Elements will work, of course.)

Drop your 640x1136 or smaller image in the center of the background and merge the layers. I used a 300x300 pic on the 1040x1536 layer.

Take a copy of your finished image and add some blur to it, and Save As for a second pic.

Import to your device and use Settings to select Wallpapers, adjust and set as normal with the first photo for the Lock Screen and the second for the Home Screen. (The blur pic is optional but it sets off the icons nicely.)

This worked for me. It's a little tedious but it got the job done. For my iPad miniR I used 2048x2048 because the wallpaper rotates. If your image is still too big, you might want to increase the border. Photos imported from other sources may need some experimentation with cropping first, then playing with the border sizes.

I haven't used any photos taken with the iPhone itself. I just crop and add. One post here says that even photos taken with the phone won't work. If so, Apple really needs to fix that.

The Wallpaper Fix app may work but there are no reviews last I checked. IF it works, it could be worth the 99c, but I'll wait to see some reviews first.

Yep. I hated the fact you couldn't resize images for you lock screen in iOS7.

Thanks to this thread, I have now purchased Wallax and have the picture of my choice on my lock screen
