can't update iPhoto from 9.1.5

i can't update iPhoto on my 2011 iMac. it keeps saying i am up to date.
Any idea how i can get the new version?

I cant either. I clicked update when I opened the icloud settings and it took me to the app store, but its saying its not under my account or something to that effect. And it wants me to log in with a different account. I am lost to say the least. I will probably be calling apple care because there is an app on there that is not mine and I have no idea where it came from.
