Cant upgrade, already upgraded?

Evening all,

Have a Macbook Air, Mid 2011. It is suffering a very curious irregularity. The "about this mac" window tells us that 10.9.5 is installed.

Well, clearly it is time for a system update. So we open app store to get that happening. Interestingly, the app store is squarely convinced that High Sierra is already installed.

This is deeply interesting. Any thoughts on how to tackle this further?

It would be in the Applications folder.

and lo and behold... there it is... sitting in the applications folder... like a jerk.
