iPhone XR.
I initiate the download, it downloads and at the end, it says "Software Update Failed". "An error occurred downloading iOS 15.7".

I have about 3.something GB left on 64GB of storage.

"iTunes" only seems to allow upgrading to 16 - but I don't really want to run the dot-zero releases, I need my phone for work ;-)

It seems you need 6GB for OTA Update - but is it normal that iTunes only allows major upgrades?

I had the same issue on my wife's SE2, I Freed up some space by deleting her music, both updates were successful, now running 16.0

Yeah. Would probably have to download a couple of pics to the Mac. 7GB or so in pics... 8GB in mails. 12GB could be freed by on-demand-apps...

Maybe I should delete Garageband. I never use it....it's 1.57GB...

It seems worth noting that the "15.7 firmware of XR" linked above by @ingramli is for a specific few models of iPhone. The full range of iOS 15.7 (19H12) ipsw files, for all supported models of iPhone, are available through the Apple Developer site (registration required).
AFAIK it cost like USD100 (annual fee) to be an Apple developer, and some people leaked those links to the public. If you have read the pinned 15.7 thread, you can see the link I posted for all models that support 15.7, as follows,
