What kind of plug and wire are you using.
Never have that problem using official wires and apple ipad plug.

I have used my 7+ numerous times while plugged in and it may get warm on a long call but then it does that sometime when it is not plugged in.
Only seems to be when phone is charging up to 80% and then it's fine.
I'm using the iPad charger that came with my air 2 and a kinps 3m lightning charger.

Maybe used the supplied charger and cable and see if you still have the same issue.
I would start with the cable and power adapter that came with the phone and go from there.
None of mine ever get that hot.
Using in-box parts should fix it.
Any third party cable can cause issues, especially if they cost less - skimped out on important parts. There's a reason the iPhone cable charger is less than half the voltage as the iPad charger... though I use my iPad charger sometimes and notice some heat as well.

Being if the charger and cable are Apple certified, then it shouldn't be an issue regardless.
