Can't verify/repair disk permissions

When I try to verify/repair disk permissions in Disk Utility, I get a message that says no packages found.

What could cause this and how would I fix this problem?

I am having the same problem, running from my osx10.2 install disk. It won't install at all since it can't get past the permissions.
