I have tried absolutely everything to get captive portals to work in Ventura without success.

If I got to a public wifi network, I can see the network, but cannot attach and get an IP because the captive portal screen never comes up.

So far I have tried:
1. Clearing the DNS cache with Sudo killall -HUP mDNSResponder (worked once, but never again)
2. Tried connecting to:
neverssl.com
but neither worked --no page can be displayed
3. Tried launching the captive portal assistant --nothing happens
4. Created a new location in network. Didn't do anything
5. Forgot the network and tried to reconnect. Nothing
6. Bounced the wireless, rebooted the machine, etc.

This is a big problem. This is a brand-new Mac, and one of the reasons I bought it is because things "just work" --but if I can't connect to public wifi, it is bad

has anyone had this issue, and what did you do to correct?

is there a place where I can officially report a bug to Apple? Because this is a big problem

Many WiFi networks behind a captive portal are set up to limit bandwidth to any particular device. That is a necessity to prevent one greedy user from using up excess bandwidth to the detriment of others on the same network. That would not be a bug at all, but something implemented on the router side of things.

correct, but I can join the network with a Windows or Linux laptop and get 5-10 times the throughput / bandwidth

and then there is the issue of not being able to get to the captive portal at all

this is an OS problem
 
I don’t have any problem with captive portals. As mentioned, turn off anything resembling private relay, VPN, DNS apps, Cloudflare WARP, etc.
