My iphone is on an AT&T enterprise plan through my work. I want to get the new apple watch 7, but want to make sure everything will work. I have had non-cellular apple watch in the past, which only required pairing - no issues. I cannot add the watch to my work's AT&T plan as they don't allow it. I am curious as to how I can make this work.

I have read that both the iphone and the watch have to be on the same carrier -- but do they have to be on the same plan? Can I purchase my own separate plan just for the apple watch on AT&T and have it function normally with my iphone? Will this work?

A plan isn't going to help you with a non-cellular Apple Watch. It doesn't need nor require a plan.
The watch and iPhone connect via bluetooth and wifi. If work restrictions are preventing you from pairing the watch + iPhone, you would need another iPhone (can't pair to an iPad).

The watch I am getting will be cellular. my previous was not, which is why I mentioned and had no issues.

From Apple Support:
Your iPhone and Apple Watch must use the same carrier, unless the watch was set up for a family member who doesn't have an iPhone. If you change carriers on your iPhone,* you need to remove the previous service plan on your Apple Watch and sign up for a new plan. July 21, 2021

That I do not know. You would have to ask your Carrier.
It has been a few years since I had a cellular watch (AT&T). Back then it had to be on the same plan.
