Update: The image was uploaded to Apple's servers on the Monday following this post. Everyone is free and clear to restore as necessary.

TLDR: Apple has yet to update their recovery download servers with the specific build of 10.13.6 to allow for reinstallation of macOS on the 2018 MBP.

Full explanation:

I purchased a 2018 13 MBP today at Apple Retail. I setup a dummy user account just to play around with the computer, and was planning on (as I have done in the past) to do a wipe and reinstall once I was sure everything with the computer was ok, ie keyboard, screen, etc.

I rebooted the computer using command-r, went to disk utility, erased the SSD and then when to reinstall and got this error: “Installation of macOS could not continue. Installation requires downloading important content. That content can’t be downloaded at this time. Try again later.”

It didn’t matter if I was on wifi, hardwired via a Belkin USB-C to Ethernet, or even my iPhone’s hotspot, so it’s not a network issue on my end.

Next, I tried to boot from a USB installer I created on another computer from the 10.13.6 installer. The default settings on the T2 chip prevent booting from an external device. When attempting to use the Startup Security Utility (which will turn off this restriction) available in command-r, it says to enter the macOS password to authenticate, which there is none because the SSD is erased, you get error “Recovery is trying to change system settings, No administrator found”

There is an apple support document about using another mac and apple configurator to revive a hosed iMac Pro (the only other mac with T2) and unfortunately those steps don’t work with the MBP.

Last step was to try a restore from Time Machine backup (from the 2017 MBP this is replacing and going to another employee) and that doesn’t work either because it says “You can’t restore this backup because it was created by a different model of Mac.”

So basically, I painted myself into a corner because my suspicion is that Apple hasn’t yet pushed out this specific build of 10.13.6 to their recovery servers yet.

Tier 2 Apple support was stumped, I was her first 2018 MBP call. She’s sending this up to engineering and in the meantime, I’ll probably just return it tomorrow, get a replacement and NOT attempt this again.

I am in the exact same situation. Case sent to engineering as well. My guess is that some dummy forgot to upload the restore image for the 2018 MacBooks on Apple's servers.
 
Why would you wipe a new machine?:(
Because after creating a local test user to verify the hardware was functioning, i was going to wipe it, start from scratch and connect it to the proper Apple ID and set it up for real.

I am in the exact same situation. Case sent to engineering as well. My guess is that some dummy forgot to upload the restore image for the 2018 MacBooks on Apple's servers.

I have the exact same model as you. Hopefully, it is that simple and maybe with our two cases it will trigger them to upload it overnight and we can try again in the AM.
 
Is there no way to install it from an external HDD or create an admin account without installing macOS first? That’s the most frustrating thing to me
 
Dammit. I literally just did the same thing. Did you have any luck?

Unfortunately no. Additional things I tried:

Putting the 2018 in target disk mode and used carbon copy cloaner to clone a drive from another Mac running 10.13.6. The 2018 restarted with the prohibited symbol (ie OS not supported) and command-r no longer worked either since it tries to run the local recovery first.

Shift command option R forces internet recovery and I thought well since there is now a valid admin account cloned onto the drive, maybe I could unrestrict USB booting but that didn’t work either. Even if it did, the usb installer isn’t the correct build anyway and I’d just get the prohibited symbol again.

At this point our only options are 1) hope that Apple updates their recovery servers ASAP or 2) return for a replacement and don’t attempt any of this. Regardless, it’s dangerous to be stuck with this, an OS corruption could happen at anytime and not just because we’re tinkering with these new models.

Yep. I wonder if there’s any hope that it will be fixed by tomorrow AM. I’d really love not to have to go to the Apple Store tomorrow.

I guess this would work: Buy a 2nd unit, don’t even leave the Apple store, run a time machine backup to an external SSD, restore it to your original, then return the 2nd one ;)

Seriously though, can we all please open cases with Apple support. The more they see of this get sent up the chain to engineering the faster it will get resolved.

I'd probably just replace the one I have currently. It's pretty much bricked at this point.

I just found the support article for T2 on the 2018 MacBook but the steps do not work on my end. Configurator is not able to restore the firmware.

Yes but what if something got corrupted on your iCloud sign in, app reinstall, etc (rare but anything could happen) and then you’d have another brick. So basically I feel it’s dangerous to even be using one of these right now without a proper reinstall option.

I hear that, but I'm sure it will be resolved soon, but I just don't want to have a bricked laptop that I just bought today so if it isn't resolved by tomorrow morning I'll be going to the Apple Store and swapping it out.
 
Usually, when I purchase a brand new computer, the first thing I would do is create a system image of the factory install or in the case of the Mac, make a Time Machine Backup. Kinda surprised that wasn't done in this case. My basic understanding, even before I started using Macs was the image on the new model would usually be newer and incompatible with older Macs.

My basic understanding, is that Apple ****** up by not providing a restore image for a 4k machine.
Is it that hard for Apple to upload the compatible restore image as soon as a new model is released?

Why don't you just create another user - your 'intended user account' - as an admin, log out from the current test user, log in as the 'intended user' then delete the test user? I've been doing this with no side effects.

But remember, do not associate your Apple ID/Icloud during testing, do this when your intended user account is set-up and the test user deleted.

If hindsight was 20/20 we wouldn’t be in this mess.

Wait a minute! Playing around with the timing of the key combinations (it has to be very exact), i got it to come up in Apple Configurator! When I click restore it warns everything will get erased blah blah and then guess what happens... NOTHING! You know why? Because Apple Configurator can’t download the image either cause it’s not on apple’s servers! The other mac is running istat menus so I can see that after it tries to download, there’s nothing being downloaded :(

Well, there’s one thing it can do in this state: If you click Get help online from within the recovery app you get a safari instance and then basically a very expensive chrome book like device ;)

Goodnight all and lets hope the one Apple Employee who was responsible for uploading the image is working on Sunday...
 
By the way, here’s proof it is not on Apple’s servers. This is the Apple Configurator error message:

“Installation Failed. Can’t install the software update because it is not currently available from the Software Update server.”
