I haven't preordered anything or even purchased a new Mac in a while but it used to be they didn't charge you until the item status changed to preparing to ship but I just noticed my Mac mini preorder was charged this morning for the preorder I placed when announced.
 
It's not showing as a pre-authorization like it did when I first submitted my order so I guess we'll see but I'm not holding my breath because the order isn't showing "prepared for shipping". I did get my order in within the first few minutes of it going live.
 
If it's a posted charge, I wouldn't be surprised if these things shipped behind the scenes using a slower bulk method from China or Vietnam. Then, UPS holds the package at their major hubs until closer to delivery date.

The September 22 date is probably intended to avoid clashing with the rush of iPhone customers rather than true availability.
