Cellular data does not seem to be working correctly on iPhone 7. IOS 14.4.2
iMessage works. Phone works. But downloading mail will only work once after a reset. Same for web sites.
Name, Phone Numbers, Email under Apple ID is greyed out unless WiFi is being used.
Have tried changing many settings; Screen Time, (Content & Privacy Restrictions, Always Allowed, Communication Limits, App Limits)
Pretty much has reverted to being just a phone. Have had a "Factory Reset" advised, but am somewhat uncertain as to what problems that may unleash.
 
As long as you have a good backup, there should be no problem with doing a reset on the phone. Backup the phone both to iCloud and your Mac or PC. It's easier and faster restoring from your Mac/PC than iCloud especially when restoring your apps.
 
First I want to thank you for the feedback and suggestions.
After chscag's encouraging posting I backed everything up, both on MacBook Pro and iCloud, and performed the Factory Reset.
It did not "take" the first time, so I figured "what the heck, I've got nothing to loose" and did it again.
Second time seemed to be the cure. Working fine now. Mail, web sites and Apple ID are all good.
Curing the Loop Disease seems a bit more involved, but it may not apply here. I will try to remember for future reference.
After a bad experience with a new 12 Pro Max, I now plan on keeping the 7 for the foreseeable future.

May be this work so download the update from ipsw.me. After the phone has been finalized, connect the iTunes, enter DFU mode, iTunes will ask you to restore your firmware, hold "Shift" key, then click "restore" (on Windows PC), select ipsw, and finish it! Wait until the end if a restore mistake occurs that it should not be, comment below and let me know:)
