Are you asking for an app that will automatically turn off cellular and switch to wifi when wifi is available ?

I don't know of one, but I would like something like that.
 
I'm confused by this question too. By default, all iDevices - including the iPad - will connect to a wi-fi network (thus overriding the cellular data connection) when available (providing it's a 'recognised' network that you've connected to in the past). Unless I'm missing something, I don't understand why you'd want to install an app that would basically do nothing, as this behaviour is already built into the OS?
