Change Default Map app IOS 27 Dev Beta

I have been using Fantastical for 4 years. Now the default Calendars app allows you to create events the same way (typing real world). I thought I might switch over and save the cash. But I have ran into an issue where it only opens Apple Maps. Went into "Default Apps" settings to change the Navigation default App. We Navigation is missing from the Default app types supported. I know based on Region Apple restricts the visibility of the Navigation choice. All that to ask...

Is it a bug that Navigation is not listed in the Default Apps in IOS 27 Dev Beta 5 in the US or does Apple not allow changing the default Mapping App in the US?

The only way I've found to set a default navigation is for Google Maps but you the trick is you have to have Gmail installed, go into the settings, select default apps then use that to change them. Weird but it kind of works.
