Change Default Video Transition in FCE HD

I need to change the default transition from the 30 frame Cross Dissolve and I can't figure out how to. The manual and other online sources say do select the transition and go to the Effects menu then select "Set as default"

but that menu just doesn't exist...

help? suggestions?

In the Browser, right-click on the transition you want to use and select "Set As Default" from the pop-up menu.
