Change Folder Icons with jpgs ?

I am trying to change the folder icons on my mac,
and i am copying some normal jpgs and png's ......
but this is not working....?

Do i need special icons to use for this purpose ?

Get Info on the folder you want to change.
Open Picture in Preview > Edit copy > Paste onto top icon on get info window.
