Changes across all System Accounts

Hola Everybody,
Is there a way to make changes in one system account and have those changes reflect on every other system account within the OS? Like say if I add or remove an application from the dock or add or delete bookmarks in my internet browser.
I'm also new to MacRumors. Can anyone tell me how to add my computer specs to my posts? Thanks peeps!

For your first question, not that I know of no you can't do that.

For your second question, click "UserCP" in the top left, then click 'Edit Signature" under the Settings & Options title on the left hand side.

Enter them there.

I don't know of a way to sync Dock items like that, but I believe if you turned on iCloud Safari sync in both accounts it would sync the bookmarks like you want.
