I want to change a US Apple ID to something new (attached to a brand new email address) and keep all purchases (it's a movie account for me, nothing else). After that, I then want to change a current Canadian Apple ID to what that old US Apple ID/email is.

Will it let me do that or is an ID forever attached to a particular email address even after it changes to a new one?

You can change your Apple ID email address any time. I suggest you change your email first then if you want update your password. Apple support is a great source of information and takes you through the process step by step. Did have a situation about 18 months ago when someone in Singapore kept trying to sign into my account, changed the password to something more robust and since, there have been no attempts to enter my account.

After that, I then want to change a current Canadian Apple ID to what that old US Apple ID/email is.

Not sure whether by doing this it will be flagged as a previous account and allow you to proceed?.
