I have a 3rd gen Apple TV. I set it up using my main iTunes account which is in New Zealand. We don't get TV shows on iTunes in New Zealand. Recently I switch to another iTunes account which is from France. That worked fine but the issue is I am still unable to access TV Shows on the Apple TV main menu...?

I switch between US and NZ stores all the time, are you changing your store location in Settings>General>iTunes Store> Location?
 
Yes I switch to the correct country in the settings and it doesn't seem to have any effect...
 
If my guess is right, it has nothing to do with you atv. As long as its authorised to access your home sharing network, it'll play whatever iTunes has on offer. BUT, you must authorise iTunes to both your accounts. I have two accounts also, in two different iTunes stores, and have no issue. Being an expat I actually live in a third country also, but all works fine.
