I have recently started playing Grand Theft Auto San Andreas on the Windows side of my Macbook. There is an online server mod known as SAMP and I was recently banned from a server. My "public IP" was banned. My question is how can I change my IP address on my Macbook in order to continue playing on the server lol.

I have tried to unplug my modem and router for well over 10 minutes to see if it will assign me a new IP address once I reconnected it, however, this didn't work. I've also hosted Minecraft servers before so I assume I have a static IP. On the Windows side of Macbook (via BootCamp) I used a /cmd to see if DHCP was enabled and it said "No." So, although I don't know much about computers I'd said I have a static IP. However, I'm using the Apple Airport Extreme, and when I access the AirPort Utility settings under the Internet tab it says "connect using DHCP" if I switch this to "Static" and type in a different IP will this change the IP so I can relog onto that server?

If you go to www.ipchicken.com, it will show you your current WAN or Public IP address. In that same box there is a section called Advanced and that will tell you if you have a static or dynamic IP address. This address can only be changed by your internet provider and they will charge you to do that.

While you probably don't have a fixed IP address the lease time is probably long enough to make it impractical to get a different address. You would have to leave your modem off until the lease expires then hope you get a different address.
