The only local authorized apple dealer only sells macs with the OS in spanish.

Can I change the language (in this case from spanish to english) of the OS on a mac? On windows you cant; you ether get a Spanish Intallation CD or an English one.

Even tho my first language is spanish, I rather have the OS in english and keep the keyboard in spanish (you need it to type the Ñ, ¡, ¿)

You can change the language to English quite easily by moving English to the top of the languages list in the International preference pane.

You may still type ñ by typing option-n and n. ¿ is option shift-? and all accents happen with option-e, such as í.
 
It's also possible (and easy) to have the OS language set to English (or basically any other language OSX supports) and the keyboard layout to Spanish (or any other keyboard layout).
 
So this will change the entire os form one language to another. For example, if I change my preference from spanish to english, all the menus, dialogues, user interface changes too (Not the way Windows "Regional and Language Options" works- that only changes the format that numbers, time and dates are displayed)?

Yes it will.

Pretty much any Unicode friendly application will change as well such as Apple's iLife applications.
 
Change Entire System From English To Irish

Was wondering if anybody knows how to change the language from english to irish. I have changed the calendar but I want to change everything,i.e. all the menus from start up to log off.

* Go into System Preferences > International > Language
* Click Edit List
* Search for Irish in this list and click OK
* Log out and back in to make the changes visible

I don't know how much of a difference this will make but it's worth a try. Follow the above procedure to change the language back to English or whatever was set before.
