Does the Qi standard charge two devices the the same time on one charging matt?
 
I am thinking that the watch will need it's regular charger that concentrates it for the size of the watch. Putting the watch on a larger charging mat might charge it but it would be very slow.

This is such an inefficient way to charge anything.

Yes it's inefficient. BUT: Apple seems don't get long range charging like from Energous to work in the 2017 iPhone model. It seems Apple decided to support only the Qi standard.

The Apple Watch is also Qi based. So my idea is to charge the iPhone and the Watch at the same time on only one Qi power matt.

I saw your post here and I’m looking for a similar solution. Did you find anything to utilize to satisfy your needs?
 
You're going to be playing hit and miss to find Qi chargers that work with the Apple Watch 3. By all accounts the AW3 isn't 100% Qi compatible - Apple did state that they shared information with the Qi consortium, so possibly there will be an update to the spec that the AW3 will be 100% compatible with.

All we know is that it will work with Apple's upcoming AirPower mat.

We should likely see in time some of the Qi charging mats that do support multiple devices will have their mats testing and certified to support the AW3, but until then, you're just going to have to try a bunch out to find one that will work for you.
