Can the 20W charging cable that came with the 8th Generation iPad be used with the iPhone SE 2nd Generation or is 18W as high as it can go. I also have a charging pad I use for the iPhone and AirPods charging case
 
Sure, you can use it.

The device will only pull as much power as it needs, though. With the tiny battery, max it will draw is around 12W (13-14W if measuring from the wall depending on adapter efficiency). Iirc, that's more than enough to get it to 50% within 30 minutes and I think power draw actually drops below 12W already before the 30 min are up.

I've tested with 5W iPhone, 12W iPad, and 18W & 30W USB-C chargers. The 5W is a lot slower but charging times with the 12W, 18W and 30W are much the same.

The cable doesn’t mind. The device on the other hand will accept what it’s capable of taking.
 
I have used it (iPad charging cable)on my iPhone and it works really fast until it gets to near 100%. Then
of course it slows down a bIt
