The problem is that these devices cannot output enough energy to charge the device while using it. Even without using it, this device will take forever to charge.
 
Anything providing 2A/5V will either manage to sustain the charge of your Macbook while using it at medium load, or charge it at light load.

Expect roughly 3x the charge time of the standard 29W charger when charging at 2A/5V (10W).
This only applies to when you are not using the Macbook, as charging it while using it will take a very long time.
