Chat backgrounds in Messages - why only for iMessages and not RCS?!

Is this part of the whole blue/green bubble thing in the US? I can't set custom backgrounds for chats with people who don't have iMessage, is that correct? Or am I doing it wrong?

Seems to be an iMessages only feature at this time. Will probably be added in the future to RCS messages if at all possible on both ends.

When you change the background on an iMessage chat does it also change for the recipient then..?
