Cheapest off contract new iPhone for international

Where can you buy iPhone 6/6+ that is unlocked for international use for cheaper than $650 plus tax from Apple?

I've seen 550 Verizon refurbished at Walmart and 550 NEW from Boost, but I'm not sure if those are unlocked for international.

^^Your safest bet. The Verizon version will work no question.
 
The sprint refurbished is 450 and now they unlock, but not sure if I need to have account
