All iPads cheapest place to get iPad 4/mini 1???

looking to get one for my mom, she doesnt need the newest one since well she will NEVER utilize the A7 chip or any of the other stuff.

I just wanna buy it for her so she can browse the web, download some apps she likes and what not.

Not brand new nor the cheapest but Apple Store refurbs give you new battery, new shell and the same 1-year warranty as new. They're also eligible for AppleCare+. They're practically as good as new and you get a hefty discount to boot.

It already went down from $280 to $250 after the Apple Keynote so likely no more decrease for the immediate future.
