It might just be related to that issue some people were seeing where they would have to reboot their devices 2>3 times for the Cydia icon to show up after installing it manually after doing the jailbreak... Perhaps?

The icon showed up on the first reboot for me.

Cydia isn't installed with Pangu. That's talking about when you manually install it after the fact.
