When I go to open Chrome, the icon just bounces on the dock.

How can I fix this and not lose my bookmarks and settings.
 
Try launching chrome while depressing the Shift key. If that doesn't work, install a fresh copy of Chrome on top of the existing one in /Applications. This should offer a means of retaining your bookmarks and settings.. please keep in mind that if the issue is with your "settings" then this will not fix the problem.

Alternatively if you download another browser... such as Firefox.. it should offer the option to import bookmarks from another browser(such as chrome).. thereby giving you an additional recourse to preserve your bookmarks.(From this step you could wipe out chrome from the computer thereafter and reinstall and import those same bookmarks back to Chrome)

I thought that deleting your plist file or something in ~/library/whatever was one way to fix things?
