My wife's ipad2 has a circles lock icon just to the left of the bluetooth icon in the upper right of the display. There is also an iCloud Backup message stating that "this ipad hasn't been backed up in 3 weeks."

If you strike the OK on the iCloud box, nothing happens. It appears to be locked up.

Any help would be appreciated.

The icon simply means that the orientation lock is on, so that the screen wont rotate if you rotate the ipad.
 
Hitting 'OK' doesn't actually do anything. It's just a message. The iPad only backs up to iCloud when it's on Wi-Fi, plugged in, and locked. My wife's doesn't get backed up but about every 2 weeks since she never plugs it in.
 
Thank you. It's always on wifi, but she did not know about the plugged in and locked part.
 
Coudn't even power it down and touches wouldn't work. Finally held reset button at top and home button long enough to restart!
