Can someone please help me out? I got my wife a new air for work and she has to use a home health based program on Citrix. Every download we try will install Citrix but it will not open the program with in it. Help Please !!

All the Citirix apps that come up in the Mac store are for iPad or iPhone only, unless I am missing something, which I very well could be. Hopefully, someone with Citrix experience will be able to provide an answer.

I worked for Citrix but that was a few years ago so I may not be able to help, but more details would help anyway.

Are you talking about Citrix Workspace, and launching a program within it? What is the program and is there any online support for it?
Citrix Workspace does apparently work with M1 Macs, but still runs on Rosetta 2. There's a warning in the release notes that "... all third party virtual channels must use Rosetta 2. Otherwise, these virtual channels might not work in Citrix Workspace app for Mac ..."

I use Citrix Workspace for the Mac daily on my MacBook Air (M1). Works fine on the M1 -- it does use Rosetta 2, but you'd never know.
If you're downloading a .ica file from your workplace as a link to a Citrix-based application, know that Safari will not automatically open the file. You must open your downloads folder and manually double click on the .ica file to open it in Citrix and begin the session.
Chrome, Edge and (I believe) Firefox can be set to automatically open/launch the file.
Otherwise, Citrix Workspace works fine on the M1 Mac with no special configuration as compared to Intel-based Macs.

It is good to know that Citrix runs on M1 Macs with Rosetta. My employer has made no announcement in regard to support for M1 Macs though which is one reason I held off migrating from Intel.
Intel Macs also require the .ica to be launched from downloads if connecting from Safari.
This is a M1 air. I’m trying to launch a program with in the Citrix app. I tried to do the Rosetta method but couldn’t get it to work right either. Thanks for the triple .

are you getting a .ica downloaded? If so, you need to go to your downloads folder and double click to launch it.

What does that mean -- the "Rosetta method"?
To use Rosetta, you don't have to do anything. It just happens. Rosetta is just an invisible operating system component that lets the M1 run apps specifically coded for Intel-based Macs. It happens in the background and you don't have to do anything. The very first time you launch an Intel app on the M1, it puts up a notice that Rosetta will be installed. After that, one needs not do anything at all.
If you've configured Workspace to access a library of apps from work, they should just launch (presuming you've configured it correctly per your workplace's instructions).
If you're accessing via a web browser, it'll download a small .ica file which you double click, which will launch Citrix and connect you to the remote app.
If Citrix Workspace itself isn't launching at all, either it's installed incorrectly or you've done something to prevent it from running. Are you able to run other Intel-only apps?
