I don't think there are any which is probably a good thing but I was getting blasted by the French so thought I'd send them a nuke for good measure!
you can edit various game XML files to cheat (ie mod unit power/cost/etc). Its easy, but you have to be more specific about what you would like to do. I have also had success editing a map from a save using a hex editor.
there is also a debug menu, but it doesn't let you do anything useful other than reveal the map.
