Clicking Finder doesn't always bring the window up, or open a new window

Is anyone else seeing this?

Sometimes when I click on Finder, nothing happens. If windows are already open, they don't come to the front. If no active windows exist, it doesn't launch a new one. I either have to right click the dock icon and force launch a new window, or just force quit Finder and relaunch it.
