Clicking on mail icon

When on any given app displayed in Ventura, and I then click on the Mail icon in the dock, it used to go to the Mail app. After Ventura upgrade, when I click on the Mail app it brings up a blank desktop and I have to click on the Mail icon again to open the Mail app. Anyone else seeing this?
