Has anyone cloned an APFS formatted HS start-up disk? It seems that Disk Utility doesn't have the ability and TechTool Pro has yet to be upgraded to handle HS.

Check the Carbon Copy Cloner. I routinely clone my APFS SSD to JHFS+ (High Sierra) disk, but I believe target system can be also APFS. Did not have to try booting of this clone yet. For now, I trust that it will work...

I think I figured it out for Disk Utility. Something new to learn. I need to be looking at Containers and not the Disk itself.

I second EvdK's method, I've used it many times successfully to do quick erase and restores of High Sierra on SSD machines. The only thing you will run into is the restore feature in asr is borked in High Sierra past 10.13.3. So 10.13.4 and up will throw a "failed to invert container" error of some sort. What I did to get around this was bug ppl until I found someone with an older installer, put it on a USB drive and made it bootable and used that to restore. It's all pretty easy.
