Why doesn't Apple provide an easy way in iOS to do this? Or is there an easy way and I just don't know it?

Nobody can tell on the why unless you're working for Apple, making the OS business decisions.

I think you use to be able to in older iOS's by clicking on Private. You can in iOS 9 if you jailbreak. I don't think Apple sees it as an issue anymore since they say leaving them open has no ill effect on battery life. 36 is max afaik. So, for me it is not an issue.

I didn't even realize there was a max. I currently have 24 tabs open in safari on my iPhone, which is pretty typical for me. I tested it, though, and 36 is the max you can open with the little '+' button. Not sure what would happen if you already had 36 open and you clicked on an http link in an email or a text message, though (probably recycle one of the existing tabs).
