Cloud apps cannot upload videos from my iOS device if I'm using iCloud.

I use iCloud. My iPhone takes photos and videos and it is set to Optimized. My iPad is also connected to the same iCloud account and is set to Download and Keep Originals.

I can play videos on my iPad but if I wanted to upload the same videos to Dropbox or Google Drive, neither of these apps see the videos on my iPad. It only sees the photos.

Only when I emailed 1 video on my iPad did it fully download the video from my iCloud and then Dropbox & Google Drive saw the video on my iPad.

How do I make sure all the videos on my iPad are seen by other apps so it can be uploaded?
