My cMP is currently running 10.14.2 and wont let me install 10.14.5.
I'm also running Boot ROM 144.0.0.0.0. and my primary drive is PCIe NVME Samsung SSD.
Did I miss something and Mojave changed its requirements after 10.14.2? Do I need to reformat my drive or something? It seems strange that I cannot install an update for an OS I am currently using.

Perhaps you partitioned your Mojave drive in an unsupported way? Your EFI partition could be broke too.

The easiest way to solve this is to copy all your data, fully erase the drive and then do a clean install.

I have a TimeMachine backup HDD, should I restore from my TimeMachine back up?

My plan is (1) make bootable Mojave 10.14.5 USB.
(2) Back up my Time Mahcine.
(3) Wipe/Erase me PCIe SSD.
(4) Install from Mojave USB.
(5) Restore from Time Machine.

Is that a decent plan?

Yes, this way should work.
 
Two days ago I reinstalled Mojave. I thought it would help ( cMP 4.1-5.1 does not see the Wi-Fi card in the adapter PCI-e)
I made a bootable USB flash drive with Mojave (I downloaded it in Mohave from appstore and using Install Disk with Creator.app made a USB flash drive),
command + R was loaded, formatted ssd in disk utility and installed mojave completely
A copy of the time machine was but decided to put it clean
