Simply answer, it's an ancient GPU that don't have the ASICs that accelerate the compression/decompression of video.

The first AMD GPU that you can enable video compression/decompression acceleration via VideoToolbox API is Polaris (RX 460/480), no other earlier AMD GPU is supported.

Btw, you can only enable VideoToolbox API with a MacPro5,1 after 10.14.5, won't work with anything earlier.

He wants to make live streamings
Due a lack of hardware acceleration, the stream drop a lot of frames.

We tried an old and damaged 2011 15" MBP with disabled AMD GPU (only intel HD) and performed very well.
The software shows "hardware encoding" and zero drops.
I guess the i7 processor is doing the job

So, what if we put in the cMP an Intel i7-970? will the hardware encoding achieved?

You are not understanding the real issue here. You can't use/enable something that is not present.

Intel QuickSync, the marketing name for Intel hardware assisted video compression/decompression, is a resource only present with the on-die GPU of some Intel processors, any Intel processors that don't have a on-die GPU don't support QuickSync and one recent example is the 2019 Mac Pro Xeon. QuickSync is a resource that was implemented for the first time with i5/i7 processors of the SandyBridge generation. The i7-9xx is two generations older and don't have a on-die GPU at all.

You can install a modern AMD GPU (any AMD GPU starting with RX 460 that is supported by Apple GPU drivers) and then enable the hardware assisted video compression/decompression of modern AMD GPUs:

Activate AMD hardware acceleration

Indeed, I have my own cMP with RX580 8gb, mojave, opencore and full acceleration.
I do the same streaming job as my friend, and my machine works amazing.

I'm only trying to help him, due to pandemic present, he need the cheapest option.

This one, will work?

There is no alternative at all, you need a supported AMD GPU to have hardware assisted video compression/decompression and at least Mojave 10.14.5.

Before you ask, the GPU needs to be Polaris/Ellesmere (RX 460/480/560/580/590) or newer like VEGA/VII/RX5700, most mid-range/entry level AMD GPUs (like RX 450/550) are not supported by Apple AMD GPU drivers. Some newer AMD GPUs require Catalina/Big Sur or don't work at all when installed in a MacPro5,1, so research before spending money.
