You are not understanding the real issue here. You can't use/enable something that is not present.
Intel QuickSync is a resource only present with the on-die GPU of some Intel processors, any Intel processors that don't have a on-die GPU don't support QuickSync and one recent example is the 2019 Mac Pro Xeon. QuickSync is a resource that was implemented for the first time with i5/i7 processors of the SandyBridge generation. The i7-9xx is two generations older and don't have a on-die GPU at all.
You can install a modern AMD GPU (any AMD GPU starting with RX 460 that is supported by Apple GPU drivers) and then enable the hardware assisted video compression/decompression of modern AMD GPUs:
