Command + F in Safari not Working

I'm on my friend's MacBook and Command + F in Safari does nothing. Very random and strange, anyone have any idea why this might be?
 
Perhaps they are using a different keyboard layout than their physical keyboard is. Otherwise, perhaps a permission problem dealing with either the keyboard or Safari.
