I noticed iPad 3 does not come with Apples Compass app.

How can I D/L it to iPad (have iPhone)

Or, recommended 3ed party compass?
(Commander Compass worth $3.99?)

Assuming you are asking how to download the iPhone version of Apple's Compass app to the iPad, it is possible but you would need to jailbreak both devices.

Someone's already done this in jailbreak land and there's a package called Belfry which installs all the 'missing' iPhone apps (Stocks, Weather etc) to the iPad. I tried it a while ago and whilst the compass app works, it doesn't display properly.
 
When I connected to iTunes, I was able to download the compass app that is on my iPhone to my new iPad when I snyced apps across both devices.

And no, neither of my devices are jailbroken...

really? can you do this with the Clock app too? I thought this was not possible and needed a jailbreak.

Why do you need a compass on your ipad or iPhone?

Ever hear "meet me north side of a location"?

Star gazing (astronomy) apps also make sure of compass, and so do GPS apps (becuase GPS will only tell you which way you are moving, not facing.)

I think some games even use the compass.
