Another strange one.
For example "Nation's Favourite 80's No1s" in UK has about half the songs greyed out and unavailable.
Searching one of the greyed out songs brings it up and is playable - eg. "Every breath you take" is greyed out in the album but searching for it individually brings up the original Police version, and it's playable.

Is this a glitch to be sorted out or a real anomaly that will stay with Apple Music?

This is the case on every streaming site, it's to do with one label licencing the album but tracks being on there by other labels, so for example if the album was universal distributed, any artist on the universal label should be streaming but not those on warner's or sony etc. In the case of this album, it's distributed by Sony but The Police are signed to Universal

This is a common 'problem' over all music streaming services. It's like a licensing issue as others have mentioned. You'll also find it the other way around. Sometimes some album tracks are greyed out (usually collaborations with other artists) but can be found on a compilation album.
I've actually noticed that sometimes when adding an album with unavailable tracks to my library Apple Music has automatically found the track available on a different album and incorporated into the album I saved but with the 'correct' meta data of the album I saved, the only thing that doesn't seem to carry over is the album art.
