Does anyone know how to completely clear an iCloud Keychain on Apple's servers?

In the past, it could be reset (cleared) by
  • logging out on all devices
  • turning off 2-Factor Authentication
  • logging back into iCloud on a clean (wiped) device
  • turning iCloud Keychain by creating a new 6-digit code

Apple no longer allows you to turn off 2-factor authentication, so there's no 6-digit Keychain code.

This wouldn't be a problem if the Keychain Access app on the Mac would let you delete iCloud keychain items and they would stay deleted. But they do not. I don't do this often, but it was nice to have some control over the data on Apple's servers.
