I found a cable with component (red, green, blue) plugs on one end and a VGA connector on the other. So I attached the component end to my DVD player and attached the VGA end to my LCD monitor. But when I fired up both devices, the monitor failed to detect the DVD player.

What am I doing wrong? Isn't this kind of cable already configured to translate the analog video signal to VGA?

No, a cable alone can not do it. Component video has to be transcoded to analog RGB.
