compressing into multiple "pieces"?

how can I compress some files or a file into compressed files of a certain size.

For example I have a 4 gig file I want ot transfer to someone but i dont want to transfer 4 gigs at once, I would rather do a few 100 meg files.

In windows I would just use winrar...not sure how to accomplish this in osx.

Oh, and I need to be able to open these compressed archives on a windows machine.
