I'm a little worried that when FTP is enabled, my whole entire HDD is open from the root directory.

Is there a way you can configure FTP in Tiger so the root directory for FTP is pointed at /ftp for example?

When ftp only opens the users home folders I believe. So the root is never open, unless you played around and gave root a password, which isn't done by default. So when someone signs into the server using FTP, that person is sent to the home folder of the user they signed in as.
