Funny, after reading this, I decided to check the fan on my Macbook (2008 13" unibody) because I thought it was running a bit hot. My fan speed was zero.

I opened it up and then turned it on and indeed, it was not running.

After shutting it down, I was about to remove the fan when I noticed the connector to the motherboard appeared loose. I put a small amount of pressure on it and it clicked into place! I put the battery back in and it worked!

I'm not sure what happened. I bought it used but the fan definitely worked before.

Regardless, it's all good now! :)
 
Use iStat Menus it has been updated to support the 2015 rMBP's and will give the most accurate RPM reading.

I'm using a rMBP 15" 2015 (one in my signature) its fans never go off, but at 2000 RPM they are silent. I can't hear them even when putting my ears to the vents at the sides or back below the screen or over the keyboard, I do have good hearing too :p
 
I've checked all this - I put my ear right next to machine and its totally silent, the internal monitor app was running with a game and showed high RPM, then started slowing down and confirmed that they eventually go down to zero, it is the newest version of the software updated for Yosemite.
Good to hear the incredulity from people over this, I was also amazed and so happy that the machine runs truly silently like a RMB and am amazed at how much can be done on it before the fans do eventually start up - I can watch a 4K video on my 42" external 4K display and the machine is still silent, amazed, they kick in if I play a graphically intensive game like Arkham City though
I downloaded the fan control software also and was able to control the fan speed. My Macbook minimum is 2000rpm and it is indeed silent. However, with the software, I was able to control the fan speed up to a maximum of 6200rpm.

If you can't do that with your Macbook, then there's likely something wrong with your fan.

I love this, its like having the totally silent operation of the RMB but with extra power under the hood - fan noise has annoyed me for years
 
I have a 2015 13" rMPB too and have been using smcFanControl software for a while now. Most of the time the fan rpm is at 000. i honestly just thought it was the software that wasn't reading the correct fan speeds.
