    Hi,

I'm pretty confused now with the services for icloud and photo backup and sync
The sort of confusion is around the 1000 limit and the 30days rules
and now the newish photolibrary service
    also storage allocation

    icloud backup
This used to have camera roll and a backup of everything on the iphone/ipad
free 5GB storage and you could pay to increase

NOW with icloud drive and photo library
    I'm very confused
    https://support.apple.com/en-us/HT204264

    Start with storage
icloud backup free 5GB - for icloud and icloud.com
if you pay for extra space does that apply to both icloud backup and icloud.com

I advise people on backups and syncing
in the past on a PC
I would load Windows control panel
make sure photo sharing is on

then the photo would appear on the PC via control panel
    and also now on icloud.com

Now I read about optimising for devices and full resolution images are stored on icloud.com BUT not as part of the icloud backup
so do you need separate storage paid for ?

i dont have a device myself to play with - so a little difficult and lots of people are asking me these questions, so i would like to fully understand

    icloud
    icloud drive
    photo library
syncing between all devices, including windows PCs
    backup

You post is confusing and vague on exactly what you are asking. If you want answers make a list of questions of what specifically you want to know.

But first for a general understanding read here: http://www.apple.com/icloud/

If you don't turn the new iCloud Photo Library then your phone will default to photo stream.

    Photo stream - 1000 photos 30 days
iCloud Photo Library - uses your storage space 5gb unless you pay for more (no time limit)

    Sorry for the confusion
Thats the link that I started at and then got confused

turning on the icloud photo library - What then happens ?
My understanding - photos are stored on icloud.com in full resolution and are synced to other devices as optimised (If the other devices have that settings)

The photos are no longed saved on the icloud backup service, but on icloud.com
    A) is that correct
    B) The space for icloud.com and for icloud backup - is that the same space of 5GB
    C) If i have payed for more storage on say iso7 for icloud backup - does that allocation also apply to icloud.com
    D) if i buy more storage on ios8.4 does it apply to both icloud backup and icloud photo library
    E) Is there the same 1000 30day limit on icloud.com and sharing to other devices
    F) does the camera roll still exist / work the same ?
syncing between an iphone and ipad and Windows PC -
    G) Do all devices now have to have photo library sharing enabled to work ?
    H) What happens if the ipad has photo library sharing on and iphone OFF what happens

Thanks for all the help - above is a list - i hope thats a little less confusing now
Its the detail i'm after please - so i can advise correctly and not have any comebacks

There not stored in the backup

    Yes

    C) If i have payed for more storage on say iso7 for icloud backup - does that allocation also apply to icloud.com
Regardless of what iOS your running if you upgrade your storage it's 'account' based not device

    D) if i buy more storage on ios8.4 does it apply to both icloud backup and icloud photo library
    Yes

    E) Is there the same 1000 30day limit on icloud.com and sharing to other devices
    No

    Yes

    G) Do all devices now have to have photo library sharing enabled to work ?
    No

    H) What happens if the ipad has photo library sharing on and iphone OFF what happens
One syncs to iCloud the other won't

Thanks - didnt think of account based storage Dah!!!!!!!

    H) What happens if the ipad has photo library sharing on and iphone OFF what happens
One syncs to iCloud the other won't

Will a photo taken on an iphone connect with photo library off - but with photo stream on (subject to the 1000/30day rule)
and an ipad with the photo libray on
Still sync all photos between them
A photo taken on the ipad appears on the iphone
A photo taken on the iphone appeas on the ipad
A windows control panel on a PC - both photo appear on the stream on the photo directory/folder

If you unlogin from icloud nothing is lost
get a new phone and use a icloud backup to set it up - it restores all the data
and then icloud.com restore the optimised photos

Also I noticed a message when i tried to logout of windows apple control panel - it said all photos will be deleted
