I bought a 13" 2019 MBP TB i7 2.8Ghz 8th Gen.

A week after I bought this, Apple refreshed the lower end MBPs making them all touch bar.

The prices were supposed to be cheaper too.

Looking at the UK Apple site, my spec MBP is now £50 more expensive? I paid £2399. I had the upgraded processor (2.4Ghz up to 2.8Ghz), 16GB Ram and 512GB ssd.

Have they improved anything on the 4 thunderbolt port machines that I do not see or have they just put the price up by £50?

The model I bought had only been out for a couple of weeks.They wouldn't have updated it yet surely?
 
The 4 Thunderbolt port MBP was not refreshed now, only the lower end MBPs were refreshed. The price went up by £50, which occasionally happens as Apple adjusts prices due to currency fluctuations. Falling GBP, I suppose.
 
Prices went up across the line. 13” and 15” models. Daren’t imagine what the rumoured 16” model will enter at.
 
They only upgraded the entry-level model, so yes, you are fine. They also reduced prices on some SSD upgrades. As to why you see a slight price increase is probably due to the fact that pound weakened even more. I assume the UK prices will rise again in late fall as pound continues its negative trend.
