"Congratulations you've..." pop ops in Safari

Hello

Sometimes while surfing the web I get a pop up with a message that I am a lucky winner. When I get these it's impossible to continue surfing without clicking the ok button first. But what am I ok'ing? After clicking nothing happens. Is there a way to make sure the pop ups can't appear anymore? The option to block pop ups is already active.

Also do these pop ups leave traces or other things like cookies? Things that keep track of us?
